Since Winry doesn't know that many people, she will only give presents to those she has spoken to and of course castmates.
Edward: New automail or at least an IOU for some because she couldn't actually make it in enough time because she was doing it while actually doing her job. It will be an extra set.
Hawkeye: Gun cleaning kit, she figured it might be helpful.
Hughes: An apple pie, which technically she learned how to make off his wife after all. She might get him something else, but haven't quite decided yet.
For those she has spoken to she will be making some form of food be it either cookies, cake or pie.
